A Digest of the Acts of Assembly Relative to the First School District of the State of Pennsylvania. Published by authority of the Board of Controllers. Philadelphia: Printed by Fayette Pierson, 1843.

 

The Second Section includes the Northern Liberties and they send three members to the Board of Controllers (which is made up of 21 members). The Northern Liberties has a separate board of 24 members that oversees their section.

 

The Tenth Section includes Kensington, which sends two members to the Board of Controllers. The Tenth Section, Kensington, has its own board of twelve members that are elected by the Commissioners of Kensington.

 

Each section is suppose to have its own board members form themselves into as many committees as there are school buildings, in order that each school has one committee managing it only.

 

At this time there are 27 “substantial and commodious school-houses” in the county, with over 32,000 students.

 

In 1818, Kensington with the Northern Liberties were considered the Second Section, the City being the First. In a act passed on February 15th, 1832, Kensington became with other parts of the un-incorporated Northern Liberties, a section unto itself, that being the tenth section. The Northern Liberties became its own section, the Second. An act in 1840 made the Un-Incorporated Northern Liberties a part of the 11th Section with Penn Township. Kensington then stood by itself as the 10th Section and was able to elect two controllers to the Board of Controllers (originally they only had one). By an act of 1843, it became lawful for the districts of Kensington and Southwark to elect one third of their number school directors annually.

The Tenth Section, Kensington, now sends three members to the Board of Controllers (by act of April 10th, 1851), and also has its own board with 24 members.

 

There are now 60 “commodious schoolhouses” and in these as well as rented rooms, over 40,000 students are served. The budget for the year was $366,361.62, with 11% coming from the state and the rest from County taxpayers.

 

An Act Authorizing the commissioners of the incorporated districts of the Northern Liberties and Kensington to open a street, to be called Delaware Avenue, and for other purposes.

 

By an act of 1850, the commissioners of the Kensington District  shall elect an additional 12 school directors (whole number being 24). And of the additional directors to be chosen as aforesaid four shall serve three years, four shall serve two years, and four shall serve one year, and annually thereafter said commissioners shall elect eight school directors, who shall serve for the term of three years.
